State associations and PGA section tours
The two local calendars most families actually play, and how they sometimes touch AJGA.
Two different organizations
The state golf association is the USGA allied body. It runs handicaps, the state junior amateur, and often a junior tour. The PGA section is the club-professional organization. Many sections run their own junior tour, with developmental and elite tiers. A state can have both, plus an independent tour. They are not substitutes for each other.
Examples checked for this site include the Florida Junior Tour at the Florida State Golf Association, the Northern Texas PGA Junior Tour, the Philadelphia PGA Junior Tour, and the Oklahoma Junior Golf Tour at the Oklahoma Golf Association.

Section and state tours usually keep their own player-of-the-year points. Those points qualify players for that tour's championship. They are not Rolex AJGA Ranking points. AJGA stars, if any, are awarded only when that specific event is on the AJGA PBE schedule.
